After interrogating the sniper (Vince Madison?), Maxwell discovered that The Clock Man was responsible for setting up the attack. He apparently came at the sniper with a needle, drugging him with some unknown substance. Motives still unknown.
Additionally, the sniper handed Maxwell an item belonging to The Clock Man, a piece of cloth bearing a hammer and sickle.
